just a thought… how do they expect fledgling freelancers to accrue the turnover over £100k in less than 3 years to be eligible for this?

It's a good question… perhaps 'New' means a new company… you may have many years of experience with other companies and be able to get to £100k in 3 years with a new venture… I'm sure many people expect/hope to do so.
